What do you consider fluency? I feel when people make videos on how to "get fluent" they never explain what fluency to them is and it's very misleading. To me, fluency is near native speaking in ANY aspect of the language. Whether or not you know specialized topics, a fluent speaker can get through a conversation the same way a native would. From what I can see in your video (correct me if I'm wrong) your "fluency" is just getting competent in what the learner is interested in. While that's great for the topics they're interested in, it's not very broad and is very limited.

I agree, everyone has their own definition of fluency but I think you misunderstand me, I don't think fluency is just getting competent in what the learner is interested. But I do think that getting competent in what the learner is interested in is a key step to reaching fluency. I don't think this is limited at all, rather it gives learners a tangible goal to reach for. Only aiming for fluency is too abstract and can hinder progress for most people.
